About the journal

The mission of the PCI JOURNAL is to publish regularly a journal for the dissemination of high quality, state-of-the-art technical papers, and product information on precast and prestressed concrete covering research, design, applications, and industry developments. 

The JOURNAL provides a highly recognized and timely medium for publication of technical papers and articles reporting on research and innovations in design, product development and fabrication methods, and the construction of precast and prestressed concrete structures. 

The JOURNAL also serves the following functions: 

·      Provides an open forum for the discussion of papers and promotes the generation of new ideas.

·      Furnishes the PCI membership and the design profession with timely and authoritative technical information for the design and construction of precast and prestressed concrete structures.

·      Extends the knowledge of precast and prestressed concrete in engineering and architectural schools.

·      Communicates activities and programs of PCI and its membership.

·      Furnishes technical information to support PCI marketing programs and advertising literature.

·      Provides a means of national recognition for outstanding technical contributions through various annual and special awards including the Martin P. Korn, Robert J. Lyman, Charles C. Zollman, T. Y. Lin, and PCI Fellow Awards. 

The goal of the PCI JOURNAL is to publish promptly a variety of timely articles that advance the state of the art of precast and prestressed concrete, thereby fostering the development of engineering and industry practice. In research papers, it is important to show how the test results can be applied to practice. In addition to the traditional design, research, and state-of-the-art papers, articles are also sought on problem-solution topics, innovative production techniques, and unique design-construction descriptions of outstanding projects using precast and prestressed concrete products. An important objective is to present the information in a clear and concise manner. The following guidelines are offered to authors in order to help them prepare the best paper possible.


Instructions to Authors

 

Except in rare cases, only original material can be considered for publication in the PCI JOURNAL. Material that has been substantially published in another recognized periodical is, in general, not accepted. Also, the JOURNAL review committee does not appraise papers that are simultaneously submitted elsewhere for possible publication.

Each paper submitted should clearly state the significance of the technical work and its relevance to the precast and prestressed concrete industry.

When the following guidelines are followed by prospective authors in preparing their papers, the probability of acceptance for publication is significantly improved. Due to the large number of manuscripts submitted, publication of technically acceptable papers may be delayed if the guidelines are not followed.

 Manuscript Submission Guidelines 

  1. Titles should not exceed 12 words.  
  2. A list of about 10 KEYWORDS and a paper opening SYNOPSIS of approximately 200 words (approximately 12 lines) should appear on a separate page.  
  3. Papers should begin with an introduction stating the problem or topic addressed and the scope of the paper. This should be followed by a brief review of previous work in the field and a short literature survey. Papers should end with the major subdivision CONCLUSIONS, in which findings and observations are summarized. Where pertinent, recommendations helpful to designers and practitioners in the industry should be provided.  
  4. The presentation should be in the third person and the term “the author” should be used when reference is made to the author.  
  5. Papers representing new design information should include design examples to help explain the presented information. Research papers should include implementation recommendations and, if possible, design examples.  
  6. Major headings of the paper should be in upper case lettering, bold face type, and center alignment. Second level headings should be in Upper and Lower Case Lettering, bold face type, and left alignment. Third level headings, if needed, should be indented and put in bold type; the text should follow on the same line, separated from the heading with a dash. Only the first word of third level headings should be capitalized. All lines should be numbered in the left margin for reviewers’ convenience, except in the final ready-to-publish draft.  
  7. Each author’s name, title, present affiliation, and location should be on the first page. Authors need not be members of PCI, but, nevertheless, are invited to become PCI members. Also, indicate P.E., S.E., Ph.D., or other similar designations and include a current mailing address for each author.  
  8. Manuscripts must be prepared on a word processor (MS Word preferred). For final submission, a 3.5 in. diskette or CD must be submitted along with a hard copy of the text. Use 12-point Times type, double line spacing, left justified text, and at least 1 in. (25 mm) margins. Electronic text files must be compatible with the latest version of MS Word. Please indicate the type of word processor and computer the text was produced on. Do not use tabs or hard returns at the end of lines, except for new paragraphs.  
  9. Line drawings should preferably be prepared by computer and printed on high quality paper with a laser printer. Figures and lettering must be legible to a 50 percent reduction in size.  
  10. A figure number and caption should be inserted at the bottom of each figure. Figures should be explained in the text. Figure captions should also be listed at the end of the text.
  11. Photographs should be glossy prints or slides from film, either black and white or color. The figure number and caption for each photograph should be indicated, preferably on the sheet the photograph is mounted on.  
  12. Note that photographs from print or slide film are greatly preferred to digital files. If only digital files are available, they should be TIFF files with a minimum resolution of 300 ppi for a 6 in. (152 mm) wide image. Photographs embedded in presentation programs (such as PowerPoint) or word-processing programs are not acceptable, nor are digital photos printed on a computer printer.  
  13. A table number and title should appear at the top of each table. Explanation of tables should be included in the text.  
  14. References cited in the text should be based on the surname of the first author and listed under the REFERENCES section at the end of the paper. Reference numbers in 10-point superscript type, without parentheses, should appear in the text as the reference is cited. References should be numbered in order of appearance in the text.
  15. All mathematical symbols should be defined on first mention, including those appearing in equations.  
  16. In papers containing many mathematical symbols and/or more than four equations, a NOTATION Appendix should be provided summarizing the meaning of all symbols in alphabetical order.  
  17. Notation should conform to the American Concrete Institute’s publication “Preparation of Notation for Concrete” (ACI 104-71) (Revised 1982) (Reapproved 1997).  
  18. Dual units, i.e. U.S. Customary followed by Systeme Internationale (SI) units in parentheses, should be used. Reference should be made to the American National Standards Institute manual “Metric Practice” or to the PCI Design Handbook for conversion factors. In the text, SI equivalent values should be given in parentheses after the U.S. customary units. In tables, only the conversion factors need be given as a footnote. In graphs, SI equivalent scales should be marked off on the opposite sides of the abscissa and ordinate.  
  19. Paper length should be a maximum of 10,000 words or word-equivalents, including tables, figures, and appendices. If a subject cannot be adequately treated within this limit, the author may request an exception or should consider submitting the work as a series of two or more papers.  
Discussion Manuscript Guidelines 

DISCUSSION manuscript requirements are the same as those for papers, except as follows: 

  1. Text length should not exceed 1000 words or word-equivalents.  
  2. A keyword list and information retrieval abstract are not required. 
  3. The title of the paper or technical note being discussed should appear at the top with a footnote superscript symbol. The corresponding footnote should indicate the PCI JOURNAL issue and authors of the original paper or note.  
  4. The discusser’s name should appear below the title as “Discussion by . . .” with a footnote identifying the discusser’s present affiliation.  
  5. In discussions (reader comments), the pronoun “I” or “we” can be used in place of the third person “the writer” or “the discusser.”  
  6. Figures, tables, and references provided by the discusser should be identified by letters rather than numbers. Figures, tables, and references appearing in the original paper should be identified by numbers. 

Proposed discussions should be submitted in triplicate, together with a diskette or CD, to the editor of the PCI JOURNAL. 

BASIS OF ACCEPTABILITY 

In addition to the underlying requirement for brevity, an acceptable paper must: 

  1. Fall within the area of interest of PCI. Papers dealing with general structural analysis or with engineering treatments not applicable to precast and prestressed concrete will not be considered. On occasion, short papers related to the production and business aspects of the precast and prestressed concrete industry will be selected for publication in the PCI JOURNAL.  
  2. Exhibit originality and significance in data or treatment and be based on adequate factual record.  
  3. Confirm findings of others if such confirmation is needed or tend to revise or upset established ideas or practices with significant supporting findings. Conclusions and recommendations are an inherent part of a contribution.  
  4. Be objective in treatment, avoid personalities and pleas of special interests, and be in good taste both technically and professionally.  
  5. Adhere to PCI usage as to form and physical arrangement.  

If a contribution meets the foregoing conditions, its acceptability for publication will be determined in relation to three other considerations: 

  1. Probable interest of and likely service to readers.  
  2. Budget limitations.  
  3. Maintenance of a well-balanced publications program.  

Papers covering duplicative or similar materials will be assessed on the basis of merit, but may not be given a high or urgent publication priority.

EVALUATION AND REVIEW PROCESS 

A paper submitted for consideration for publication is a confidential matter until its final release for publication. Confidentiality is maintained within the limits of the procedures necessary to determine acceptability. Similarly, manuscript reviewers are bound by confidentiality not to use any information derived from a manuscript under review. 

The aim of the evaluation system is to maintain the quality of material to be published, to provide more and better papers per publication dollar, and to reduce the time lag between receipt and publication of acceptable papers. If papers fail to meet certain minimum standards, they will be promptly rejected. In exceptional situations, when the subject of the paper is of high priority, the authors may be given an opportunity to improve the offering and submit it for reconsideration. 

Every contribution submitted for publication in the PCI JOURNAL is given a preliminary review by a staff committee that, in turn, selects reviewers and/or the review method. 

Papers passing staff review are referred to peer review – experts in the field or subject area of the paper – for further evaluation. The peer review form is given at the end of this guide. If there is unanimity as to a paper’s suitability, the paper is usually accepted. On the other hand, if a majority of reviewers recommend rejection, the contribution is usually declined. 

When the review shows that the paper could be improved by revision and/or condensation, the author will be asked to do so. Means of condensation and conservation of space include the following: 

  1. Omission of tables in favor of graphs relating the same information.  
  2. Putting parts of the paper, such as detailed mathematical derivations, in separate appendices that can be set in smaller type, or not published but offered separately to interested readers.  
  3. Limiting bibliographies to the most pertinent references, except in state-of-the-art papers.  
  4. Condensation or deletion of relatively unimportant material, such as descriptions of test equipment, test specimens, and test procedures.

Given the need to publish only high quality papers in the PCI JOURNAL and to conserve space, PCI retains the privilege of declining to consider further any revised manuscripts that do not substantially comply with suggestions for revision and/or condensation. 

On completion of review of a contribution, the author will be advised promptly whether the paper has been accepted or rejected and of modifications recommended. 

Certain editorial prerogatives are reserved by PCI, including format, punctuation, abbreviation, and minor revision for greater clarity.

The final edited paper is sent to the author or authors for a last review and check, and approval before publication. A prompt response is essential, especially if important changes are needed.
