编辑部信息(Editorial Board)
About the journal THE IEEE JOURNAL OF QUANTUM ELECTRONICS is published monthly. It comprises original contributions, both regular papers and letters, in the broad field of the science and technology of quantum electronics of either a device-, subject-, or system-oriented nature. IEEE Lasers and Electro-Optics Society Field of Interest Lasers, optical devices, optical fibers and associated lightwave technology and their application in systems and subsystems, in which the quantum electronic devices are key elements. The Society is concerned with the research, development, design, manufacture, and applications of materials, devices and systems, and with the various scientific and technological activities which contribute to the useful expansion of the field of quantum electronics and applications.
Instructions to Authors
THE IEEE JOURNAL OF QUANTUM ELECTRONICS is dedicated to the publication of manuscripts reporting novel experimental or theoretical results in the broad field of the science and technology of quantum electronics. Published monthly by the IEEE Lasers and Electro-Optics Society, the Journal comprises original contributions, both regular papers and letters, describing significant advances in the understanding of quantum electronics phenomena or the demonstration of new devices, systems, or applications. Manuscripts reporting new developments in systems and applications must emphasize quantum electronics principles below one millimeter (i.e., in the submillimeter, infrared, visible, ultraviolet, etc., regions). Whether the focus of a manuscript is a quantum electronic device or phenomenon, the critical factor in the editorial review of a manuscript is the potential impact of the results presented on continuing research in the field or on advancing the technological base of quantum electronics. Other characteristics (such as clarity of presentation are also important by the overriding consideration is significance. It is not sufficient for a paper to be technically correct. Also, papers reporting improvements in the performance of well-known systems or devices by clever electronics or mechanical engineering do not fall within the scope of JQE. It is expected that contributions to the Letters section will normally be published within six months or submission. In a cover letter to the Editor-in-Chief, authors must specifically request consideration of the manuscript as a letter and briefly describe the significance of the research that merits publication in the Quantum Electronics Letters section. Tutorial and review papers are by invitation only. For a more complete discussion of the scope of this Journal, refer to the Editorial in the July 1977 issue. "Information for IEEE Transactions and Journal authors" is available on request from the IEEE Transactions Department, 445 Hoes Lane, P.O. Box 1331, Piscataway, NJ 08855-1331.
Copyright
It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interest of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with the U.S. Copyright Law, authors are required to sign an IEEE copyright transfer form before publication. This form, a copy of which appears in the January 1995 issue of this JOURNAL, returns to authors and their employers full rights to reuse their material for their own purposes. Authors must submit a signed copy of this form with manuscripts.
Electronic Publication
Electronic Publication/Disk Submission Instructions: Including Information for Figures on Disk The IEEE requires that you submit one disk containing the text portion of your paper and one or more separate disks containing the figures, together with your hard copies for publication.
Submission
Please submit:
- an original and three hard copies of all manuscripts including the original ink drawings and/or glossy photographs of the figures
- references which must include full titles, first and last page numbers of articles and publication dates.
- the completed copyright release form
- one floppy disk containing the text portion of the paper and one or more disks containing the figures
- photographs and short biographies of the authors (optional), and
- the full mailing address of the corresponding author, including phone, fax, and e-mail, if available. All manuscripts, correspondence and communication should be directed to the JQE Editorial Office at the address below.

Page Charges
After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a charge of $110 per printed page to cover part of the cost of publication. In addition, overlength paper charges of $220 per printed page are mandatory for each page or part thereof over eight. Payment of page charges (first eight pages only) for this IEEE JOURNAL, like those journals of other professional societies, is not a prerequisite for publication. The author will receive 100 free reprints (without covers) if the page charge is honored. Detailed instructions will accompany the page proofs.
